What are Policy Windows?

Policy Windows are concrete, time-sensitive opportunities to adopt, scale, integrate, or improve public policies. They make it possible to introduce new ideas and practices into decision-making, supporting the enhancement of existing policies and the adaptation or replication of effective measures to strengthen Green Living Areas across the Mediterranean.

Receptive Actors (Potential Takers) – Public authorities with the mandate, interest, or capacity to adopt, adapt, or scale up project results (e.g., municipalities, ministries, regional governments, inter-municipal platforms).

Gaps in Policy Frameworks – Missing or insufficient instruments or legal frameworks that hinder the implementation or scaling of solutions (e.g., regulatory inconsistencies, lack of enabling legislation, outdated policies).
