Osona Energia SCCL- A cooperative Model for Energy Communities in Catalonia
The Catalan cooperative model for energy communities enables citizens and municipalities to jointly develop local renewable energy projects through a two-level cooperative structure. Local energy communities are set up as first-level cooperatives and supported by OECOOP, a second-level cooperative that provides shared technical, legal, financial, and administrative services. This model makes energy transition accessible at the local level, even in small towns, by reducing complexity, pooling resources, and ensuring professional support — offering a replicable framework for citizen-led, decentralized energy policy.
